LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 76th Regular Session May 14, 1999 TO: Honorable Chris Harris, Chair, Senate Committee on Administration FROM: John Keel, Director, Legislative Budget Board IN RE: HB2045 by Brimer (relating to financing capital improvements and facility expansions through the assessment of impact fees), As Engrossed ************************************************************************** * No significant fiscal implication to the State is anticipated. * ************************************************************************** Local Government Impact The bill's provision requiring a political subdivision to consider the amount of revenue received by the political subdivision from sources generated by new development, including property taxes and monthly water and wastewater service charges in the calculation of an impact fee could result in a reduction in impact fee revenue to political subdivisions. The amount of the reduction would depend on the amount of taxes and charges that would be discounted for each development to which impact fees would be assessed.
