he bill establishes new procedures for The University of Texas Medical
Branch at Galveston (UTMB) in contracting with a county, public hospital
or hospital district (entities) in the provision of health care for
indigent patients.

UTMB estimates a net general revenue loss to the institution of $60,167
in fiscal year 2000 and annual general revenue savings ranging from
$1.76 million to $1.88 million over the period fiscal year 2001 to 2004.
  
Local Government Impact
  
Counties, public hospitals, or hospital districts would experience
increased expenses for the care of indigent persons sent by them for
medical services to UTMB.
