The bill would provide a procedure for certain small businesses to file
complaints regarding unfair competition from state agencies or political
subdivisions.
The bill would allow a state agency or political subdivision that had
funded, capitalized, guaranteed an indebtedness or lease obligation of,
or subsidized a commercial business, prior to September 1, 1999, to
continue the activity, but not to expand the scope of the activity.
Local Government Impact
No significant fiscal implication to units of local government is
anticipated.
