LEGISLATIVE BUDGET BOARD
Austin, Texas
FISCAL NOTE, 76th Regular Session
March 29, 1999
TO: Honorable Tom Ramsay, Chair, House Committee on County
Affairs
FROM: John Keel, Director, Legislative Budget Board
IN RE: HB 2259 by Goodman (Relating to the regulation of
dangerous wild animals; imposing civil and criminal
penalties.), As Introduced

* No significant fiscal implication to the State is anticipated. *

Local Government Impact
The bill could result in some administrative and enforcement costs to
both counties and municipalities, since each entity would be required to
issue a certificate of registration for each wild animal within the
entity's jurisdiction. The cost would depend on the number of wild
animal registration applications that would be received in a county or
municipality. Since each municipality and county would levy a fee for
applications and renewals to pay the costs of administration and
enforcement, each entity is expected to substantially recover any costs
incurred as a result of the bill's enactment.
