LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 76th Regular Session March 31, 1999 TO: Honorable Irma Rangel, Chair, House Committee on Higher Education FROM: John Keel, Director, Legislative Budget Board IN RE: HB2415 by Keffer (Relating to the authority of a junior college district to establish, operate, or offer a branch campus, center, extension facility, or course in certain areas.), As Introduced ************************************************************************** * No fiscal implication to the State is anticipated. * * * * The bill would make no appropriation but could provide the legal * * basis for an appropriation of funds to implement the provisions of * * the bill. * ************************************************************************** This bill would amend the branch campus statute to limit branch campus operations to only those within the service area of the community college. This could cause shifts of branch operations among the community colleges and would allow for compensation to a community college by another for such a shift. This is not expected to cause any increase or decrease in operations that would have a fiscal impact to the state. Local Government Impact Impacts to local community college districts could occur if branch operations are shifted from one college to another, but the impact would vary greatly among districts.
