*  basis for an appropriation of funds to implement the provisions of    *
*  the bill.                                                             *
The University of Texas System estimates that the development of the
prototype student performance database would annually cost the
University of Texas at Austin $150,000 of general revenue funds.

No fiscal implication to units of local government is anticipated.
