The bill could have a limited effect of increasing revenues in some
school districts.  Most jurisdictions allow persons 65 and over to
transfer a zero tax limitation to a subsequently qualified homestead, if
they have first qualified a homestead with no taxable value.

No significant fiscal implication to units of local government is
