Fiscal Analysis
  
The bill would authorize the University of Houston Board of Regents to
award grants and to establish an advisory board to evaluate grant
proposals.
  
  
Methodology
  
Based on information provided by the Texas Aerospace Commission, it is
assumed that 4 grants totaling $200,000 would be provided in the first
year of the program and 6 grants totaling $600,000 would be be provided
in subsequent years.
