Fiscal Analysis
  
The bill would create a business technology outreach program at the Texas
Aerospace Commission to assist businesses making use of technology
developed by the National Aeronautics and Space Administration and allow
the Commission to award grants to economic development organizations to
assists program participants.  The Commission would be required to
appoint a board of technical advisors and adopt rules and regulations to
administer the program.

The bill would take effect September 1, 1999.
  
  
Methodology
  
The Commission estimates the additional workload generated by the bill
would require an additional 1.5 FTE's and would result in an initial
grant program of $200,000 the first year and $400,000 for every year
thereafter.
  
  
Local Government Impact
  
No significant fiscal implication to units of local government is
anticipated.
