Local Government Impact
  
The Texas Education Agency analysis indicates the following.

Local school districts would be required to send home a variety of
notifications to parents.  If new notices to parents were to be sent home
at the rate of two pages per year and at a cost of $0.025 per page,
costs to local school districts would be $200,000 annually.  Additional
costs might be expected when students are exposed to surveys and
questionnaires.

District administrative staff will be required to prepare and distribute
notifications.  The provisions of the bill prohibit the delegation of
this task to teachers.  The bill would further require that written
notice be provided to parents by mail.  At a cost of $0.33 per mailing,
the cost of mailing one notification per student is $1.2 million
