Fiscal Analysis
The bill would limit access to student level data, without parent's
explicit permission. Without the ability to collect student level data
through the Public Education Information Management System (PEIMS), the
Texas Education Agency (TEA) would be required to develop an alternative
data collection procedure to obtain student information that is
aggregated at the campus or district level.
Methodology
The annual cost of implementing an alternative collection system is based
on the costs of hiring additional staff to maintain the new system.
Local Government Impact
School districts could incur additional costs to report student
information outside of PEIMS. School districts would be required to send
additional notifications home to parents as well as making available to
parents all student records. Districts could charge up to 10 cents per
page for such information.
The ability of parents to petition the school board to place an action
item on the board agenda could result in additional staff
responsibilities to accept and review parent petitions.
