Local Government Impact
  
If Travis County would choose to implement a system for providing 9-1-1
service in the unincorporated areas of the county and impose a service
fee on local exchange telephone service customers in the area served, the
bill could result in a cost savings to the Capitol Area Planning Council
(CAPCO) of $166,500 per year and a revenue loss of $375,800 per year,
for a net loss of $209,300. This could result in CAPCO requesting state
equalization surcharge funds in the future.

If Travis County would continue to charge the $.50 per line service fee
in the unincorporated areas of the county, the county could realize
increased revenues of $375,800 per year, along with costs approximately
equal to the $166,500 cost currently being incurred by CAPCO, for a net
gain of $209,300 per year.
