LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 76th Regular Session April 6, 1999 TO: Honorable Tom Ramsay, Chair, House Committee on County Affairs FROM: John Keel, Director, Legislative Budget Board IN RE: HB 3445 by Keel (Relating to authorizing certain counties to provide emergency communication service in the unincorporated area of the county.), As Introduced ************************************************************************** * No significant fiscal implication to the State is anticipated. * ************************************************************************** Local Government Impact If Travis County would choose to implement a system for providing 9-1-1 service in the unincorporated areas of the county and impose a service fee on local exchange telephone service customers in the area served, the bill could result in a cost savings to the Capitol Area Planning Council (CAPCO) of $166,500 per year and a revenue loss of $375,800 per year, for a net loss of $209,300. This could result in CAPCO requesting state equalization surcharge funds in the future. If Travis County would continue to charge the $.50 per line service fee in the unincorporated areas of the county, the county could realize increased revenues of $375,800 per year, along with costs approximately equal to the $166,500 cost currently being incurred by CAPCO, for a net gain of $209,300 per year.
