"Buster" Brown, Chair, Senate Committee on Natural Resources FROM: John Keel, Director, Legislative Budget Board IN RE: HB 3561 by Luna, Vilma (Relating to grant-making authority of the Texas Natural Resource Conservation Commission.), As Engrossed ************************************************************************** * No significant fiscal implication to the State is anticipated. * ************************************************************************** The bill would expand Texas Natural Resource Conservation Commission's (TNRCC) grant making authority and allow the agency to receive and distribute additional federal funds as they become available. The bill would allow the TNRCC to award grants to eligible, non-governmental entities. The bill would require the TNRCC to establish, by rule, procedures relating to grant awards, distribution and eligibility requirements. Local Government Impact No significant fiscal implication to units of local government is anticipated. The bill would allow the TNRCC to award grants to eligible non-governmental entities which may impact the amount of grants funds received by local governments.
