Technology Impact
  
According to the Secretary of State, the bill would require the purchase
of one additional Arbortext software license for $2,000.
  
  
Fiscal Analysis
  
The bill would require every federal, state, county, or private nonprofit
housing authority that owns or operates government-assisted housing
under a federal housing assistance program to publish a list of all real
property owned or leased by the entity.  The bill would require the
publication each month in the Texas Register.  The bill would also
require the publication of the list each month on the Internet.

The Secretary of State (agency) estimates the bill would require
approximately 2,000 housing entities which do not currently file notices
with the Texas Register to file the list each month. The agency reports
the filings would be typed or converted on a word processor, then coded
for publication in the Texas Register, which would require the
employment of one (1) additional person. The agency estimates
publication of these lists would add 2,000 additional pages to the Texas
Register each month, resulting in additional monthly printing costs of
$31,500 and additional monthly postage costs of $10,200.
  
  
Methodology
  
The Secretary of State's estimate is based on the actual printing and
postage billings to calculate the cost for the publication of 24,000
pages under the current Texas Register printing contract, and current
postal rates. The agency consulted the Texas Association of Community
Development Corporations and the Texas Department of Housing and
Community Affairs in estimating that 2,000 entities would be required to
publish lists under the bill.   The agency's estimate assumes that each
entity will file a list that includes no more than three properties each
month using the notice format specified in the bill. In this format
three properties will fit on a published page. Therefore, the agency
estimates the bill would require the addition of 2,000 pages each month
to the Texas Register.
  
  
Local Government Impact
  
The bill could result in increased administrative and publication costs
to local housing authorities. The cost would depend on the number of
properties an authority would purchase, own, lease or operate.
