Local Government Impact
  
The bill requires the Texas Natural Resource Conservation Commission
(TNRCC) to adopt rules requiring owners of certain municipal landfills to
exhume certain hazardous waste in the landfill.

The TNRCC estimates that 30 landfills state-wide may contain 500 or more
barrels of industrial hazardous waste and estimates that exhuming these
barrels could cost between $50,000 to $10,000,000.  A unit of local
government owning or operating an affected landfill could experience a
significant fiscal impact .
