Technology Impact
  
The bill would require computer modeling expertise and two personal
computers for staff.
  
  
Fiscal Analysis
  
The bill would require the Texas Natural Resource Conservation Commission
to develop or obtain an updated water availability model for the Rio
Grande River by December 1, 2001.  The model would encompass water
rights granted by all jurisdictions that allocate waters of the river,
including those entities outside the state.
  
  
Methodology
  
The estimated costs are based on contractor assistance in developing the
model, using historical costs for modeling similar river basins with
similar numbers of water rights.
  
  
Local Government Impact
  
No fiscal implication to units of local government is anticipated.
