* basis for an appropriation of funds to implement the provisions of *
* the bill. *

* It is assumed that new responsibilities the bill would assign to *
* state agencies could be accomplished within existing resources. *
* It is possible that some fiscal impact could result from new *
* language instructing the Health and Human Services Commission to *
* take various factors such as quality and cost-effectiveness of *
* services into consideration in rate setting. *
