It is assumed that new responsibilities the bill would assign to state
agencies could be accomplished within existing resources.  It is
possible that some fiscal impact could result from new language
instructing the Health and Human Services Commission to take various
factors such as quality and cost-effectiveness of services into
consideration in rate setting.
