*  The bill would make no appropriation but could provide the legal      *
*  basis for an appropriation of funds to implement the provisions of    *
*  the bill.                                                             *
*                                                                        *
*  It is assumed that the staff, equipment and funding (both             *
*  General-Revenue Dedicated Account 8018 and federal funds) for both    *
*  direct program expenses and indirect administrative expenses          *
*  associated with licensing home health agencies will transfer from     *
*  the Department of Health to the Department of Human Services.         *
