Local Government Impact
  
* The bill would allow the governing body of the City of Tyler to create
a municipal court of record.  The bill would take effect September 1,
1999.

* The City of Tyler would convert an existing municipal court into a
municipal court of record.  The conversion would result in no additional
capital construction costs.  Additional operating costs over current
operating costs for the municipal court would be $51,900 each year.  The
City of Tyler would have one-time capital costs of $7,000 for equipment.

* Additional annual revenue generated by the municipal court is estimated
at $43,850.

* Information on the capital and operating costs of the court, and
estimates on court revenue generation was provided by the City of Tyler
Municipal Court Administrator's office.
