LEGISLATIVE BUDGET BOARD
Austin, Texas
FISCAL NOTE, 76th Regular Session
February 21, 1999
TO: Honorable Bill Ratliff, Chair, Senate Committee on Finance
FROM: John Keel, Director, Legislative Budget Board
IN RE: SB182 by Nixon, Drew (relating to the appraisal of
certain leaseholds for tax purposes), As Introduced
**************************************************************************
* No fiscal implication to the State is anticipated. *
**************************************************************************
The bill would have no impact on the school district taxable values
reported to the Commissioner of Education by the Comptroller of Public
Accounts.
Local Government Impact
The bill would not appear to create a new method of appraising leasehold
interests in exempt property; rather, it would appear to more clearly
state the accepted practice in most appraisal districts.
There would be no fiscal impact on local governments in appraisal
districts currently using the equity method, but there could be an
undetermined positive or negative revenue impact on local governments in
appraisal districts that currently use other appraisal methods.
