               administrative penalties against personal care

*  No significant fiscal implication to the State is anticipated.        *

*  The bill would make no appropriation but could provide the legal      *
*  basis for an appropriation of funds to implement the provisions of    *
*  the bill.                                                             *
*                                                                        *
*  The bill would establish administrative penalties for personal care   *
*  facilities and require the Department of Human Services (DHS) to      *
*  perform certain regulation activities.  It is assumed that the        *
*  assessment and collection of administrative penalties would result    *
*  in a small annual gain ($20,000 to $50,000) to the General Revenue    *
*  Fund.  It is assumed that the additional regulation and               *
*  enforcement activities required by the bill could be absorbed by      *
*  DHS and the Office of the Attorney General within current             *
*  resources.                                                            *
