Fiscal Analysis The bill would require the Department of Public Safety (DPS) to remove duplicate names and persons who are not citizens of the United States from the list of registrants to constitute the jury wheel. DPS would be required to furnish an updated list as often as quarterly to a district clerk who requests the information. The bill would also require DPS to capture citizenship status for all applicants for original, renewal or duplicate driver licenses and to include this information for each person listed in the jury wheel. Currently, DPS does not require or capture citizenship status of driver license or identification card applicants. Methodology Contract programming would be required to modify the Distributed Driver License System to include citizenship status. Programming would also be required to update and transmit the jury wheel list on a quarterly basis to district clerks requesting the information. Contract programming services are estimated at 1,500 hours at $200 per hour for a total fiscal impact of $300,000.
