Local Government Impact
  
Since actions under the bill are voluntary, there are no direct costs to
school districts.  The salary schedule provisions of the bill would be
fiscally neutral to participating school districts, but only through
adjustment of teacher contracts.  This adjustment would mean salary
decreases for some teachers, and salary increases for others.
