Local Government Impact
  
No significant fiscal implication to units of local government is
anticipated.  The bill would reduce costs to local governments by
shifting legal representation related to regional plans to the state.
The Office of the Attorney General would represent officials or employees
of a political subdivision who serve on a regional planning group or
otherwise provide services through a contract between the group and the
