IN RE: SB345 by Bivins (Relating to the formula funding and
tuition charged for certain excess credit hours of
undergraduate students attending institutions of higher
education), Committee Report 2nd House, as amended

This bill would exclude or "grandfather" students enrolled in a general
academic institution, prior to August 1999 from undergraduate hour caps.
Additional costs to the State would only be incurred for enrollment
growth, but the bill excludes the "grandfathered" hours from enrollment
growth calculations. The state might realize a small reduction in
tuition income, because general academic institutions would no longer
have the option to charge "grandfathered" students a higher rate of
tuition.
Local Government Impact
No fiscal implication to units of local government is anticipated.
