LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 76th Regular Session March 3, 1999 TO: Honorable Irma Rangel, Chair, House Committee on Higher Education FROM: John Keel, Director, Legislative Budget Board IN RE: SB345 by Bivins (Relating to the formula funding and tuition charged for certain excess credit hours of undergraduate students attending institutions of higher education), Committee Report 2nd House, as amended ************************************************************************** * No significant fiscal implication to the State is anticipated. * ************************************************************************** This bill would exclude or "grandfather" students enrolled in a general academic institution, prior to August 1999 from undergraduate hour caps. Additional costs to the State would only be incurred for enrollment growth, but the bill excludes the "grandfathered" hours from enrollment growth calculations. The state might realize a small reduction in tuition income, because general academic institutions would no longer have the option to charge "grandfathered" students a higher rate of tuition.
