               tuition charged for certain excess credit hours of
               undergraduate students attending institutions of higher

*  No significant fiscal implication to the State is anticipated.        *
*                                                                        *
*  This bill would exclude or "grandfather" students enrolled in a       *
*  general academic institution, prior to August 1999 from               *
*  undergraduate hour caps.  Additional costs to the State would only    *
*  be incurred for enrollment growth, but the bill excludes the          *
*  "grandfathered" hours from enrollment growth calculations.  The       *
*  state might realize a small reduction in tuition income, because      *
*  general academic institutions would no longer have the option to      *
*  charge "grandfathered" students a higher rate of tuition.             *
