Additional costs to the State would only * * be incurred for enrollment growth, but the bill excludes the * * "grandfathered" hours from enrollment growth calculations. The * * state might realize a small reduction in tuition income, because * * general academic institutions would no longer have the option to * * charge "grandfathered" students a higher rate of tuition. * ************************************************************************** Local Government Impact No fiscal implication to units of local government is anticipated.
