Fiscal Analysis

This bill would provide a method of state and local funding and
agreements in order to support the bids of municipalities with
populations over 850,000 to host the 2007 Pan American Games or the 2012
Olympic Games.

Methodology

The Pan American Games will occur in 2007, and the site selection will
not be determined until the summer of 2002. This means the site
selection could take place in fiscal 2002 or 2003. As such, most of the
fiscal impact from this bill would occur beyond the current fiscal 2000
to fiscal 2004 estimation window.

According to the United States Olympic Committee, San Antonio is the only
city in Texas to be considered for the Pan American Games. The only
other U.S. locations to be considered are North Carolina and south
Florida.

Local Government Impact

No significant fiscal implication to units of local government is
anticipated.
