The bill requires regional education service centers to make available
assistance to school districts that are out of compliance with state or
federal special education requirements.  The bills clarifies the
requirement that special education students to be included in the needs
assessment of campus improvement plans with respect to the academic
excellence indicators in existing under current law.
  
Local Government Impact
  
No significant fiscal implication to units of local government is
anticipated.  The bill would require certain services and activities on
the part of local school districts and regional education service
centers which are already in common practice.
