Fiscal Analysis
The bill would allow additional people to qualify for Farm Truck, Farm
Truck Tractor, and Farm Trailer license plates.
Methodology
The Texas Department of Transportation (TxDOT) estimated that provisions
of the bill would cause a 20 percent increase in registrations for Farm
Trailer, Truck, and Truck Tractor license plates the first year and that
the vehicle registration population would increase at a rate of 1.43
percent each year. In addition, TxDOT estimated that the bill would
cause a 20 percent decrease in the Trailer, Truck, and Combination
registration fees the first year and remain constant. TxDOT estimated
there would be revenue implications from a shift from truck, trailer,
and combination plates to the various farm plates at a lower
registration fee.
Local Government Impact
TxDOT estimated that revenue implications could occur in qualifying more
people for various farm plates.
