LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 76th Regular Session March 23, 1999 TO: Honorable Judith Zaffirini, Chair, Senate Committee on Human Services FROM: John Keel, Director, Legislative Budget Board IN RE: SB558 by Lucio (Relating to training requirements for certain child-care providers.), As Introduced ************************************************************************** * No significant fiscal implication to the State is anticipated. * * * * The bill would make no appropriation but could provide the legal * * basis for an appropriation of funds to implement the provisions of * * the bill. * ************************************************************************** The bill would require licensed child-care facilities to provide eight hours of initial training for staff members with no previous employment experience in a licensed child-care facility and 15 hours of annual training. It would also require licensed facilities to provide one additional hour of initial training on infant care for staff members who care for infants or toddlers. The Department of Protective and Regulatory Services would need to review the records of licensed child-care facilities to ensure that they are providing the required training. This activity could be built into regular inspection visits with no significant fiscal impact. The training requirements for child-care staff could result in higher child-care provider rates which would affect all consumers of child-care services, including the Texas Workforce Commission and the Department of Protective and Regulatory Services.
