The bill would require the Department of Protective and Regulatory
Services to increase its initial training requirement for employees of
day-care centers and group day-care homes by one hour.  It would also
require the department to adopt rules requiring registered family home
operators who care for children under 24 months of age to complete an
additional hour of training each year.

The department would need to amend its rules for registered family homes
and periodically review the records of day-care centers, group day-care
homes and registered family homes to ensure that they are providing the
required training.  These activities could be undertaken with no
significant fiscal impact.

The additional training requirement for day-care centers, group day-care
homes and registered family homes should not result in significantly
higher provider rates.
