LEGISLATIVE BUDGET BOARD
Austin, Texas
FISCAL NOTE, 76th Regular Session
March 5, 1999
TO: Honorable Florence Shapiro, Chair, Senate Committee on
State Affairs
FROM: John Keel, Director, Legislative Budget Board
IN RE: SB693 by Cain (Relating to public notice of and public
hearings on proposed ad valorem tax rates.), As Introduced
**************************************************************************
* No significant fiscal implication to the State is anticipated. *
**************************************************************************
The bill would amend Chapters 25 and 26 of the Tax Code to require a
taxing unit that proposes to exceed its effective tax rate to publish
notices and hold a public hearing on the tax increase. Current law
requires a taxing unit to hold a public hearing and to publish newspaper
notices before adopting a tax rate that would result in any increase in
total revenue from the preceding year.
Local Government Impact
No significant fiscal implication to units of local government is
anticipated.
