Fiscal Analysis
  
The bill would require the Texas Education Agency to develop and provide
to parents of students receiving special education, a clear,
comprehensive document explaining the special education process and
parents' rights and responsibilities.
  
  
Methodology
  
Development of a document that explains the special education process for
students and parents would involve programmatic and legal review of
special education procedures as well as costs for translation, printing,
and periodic revision to keep the content current. Initial costs to
develop the document include $50,000 in contracted costs to develop and
design content, $15,000 - $30,000 for approximately six translations,
$219,760 for printing 500,000 copies, and $5,000 for shipping to school
districts and education service centers for distribution.  Ongoing costs
assume that the document would be revised, reprinted, and distributed
once each biennium for a cost of about $249,760 including $25,000 for
revisions and translation, $219,760 for printing of 500,000 copies and
$5,000 for shipping.

It is assumed that costs would be met through existing federal funds.
  
  
Local Government Impact
  
No significant fiscal implication to units of local government is
