*  basis for an appropriation of funds to implement the provisions of    *
*  the bill.                                                             *

The bill authorizes an increase in student fees for increased bus
service.  The fee increase will generate an additional $190,000 in local
revenues each year.  This revenue is auxiliary in nature and does not
impact state appropriations.
