Technology Impact

Technology impact would be limited to a microcomputer and associated
equipment to support one administrative technician.

Fiscal Analysis

The bill would allow public hospitals and hospital districts to obtain
Criminal History Record Information on applicants for employment or
volunteers, current employees or volunteers, and applicants and
employees of a person or business that contracts with these hospitals.

Methodology

The Department of Public Safety estimates that there would be
approximately 200,000 criminal history background checks conducted in
each fiscal year in association with the provisions of this bill. The
department charges $1 per record check. Therefore the revenue gain to
the General Revenue Fund is estimated to be $200,000 per fiscal year.

It is assumed that the additional inquiries would require one additional
FTE (Administrative Technician I) to handle the additional workload.

Local Government Impact

Hospital districts choosing to begin a program of criminal history
background checks for certain employees would incur some additional
costs, but at an estimated $1 per record check, this impact is not
expected to be significant.
