The Commission would be required to appoint a board of technical advisors and adopt rules and regulations to administer the program. The bill would take effect September 1, 1999. Methodology The Commission estimates the additional workload generated by the bill would require an additional 1.5 FTE's and would result in an initial grant program of $200,000 the first year and $400,000 for every year thereafter.
