LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 76th Regular Session April 27, 1999 TO: Honorable Bob Turner, Chair, House Committee on Public Safety FROM: John Keel, Director, Legislative Budget Board IN RE: SB1035 by Moncrief (Relating to the release of motor vehicle accident reports and the disclosure of certain personal information from motor vehicle records; providing penalties.), As Engrossed ************************************************************************** * No significant fiscal implication to the State is anticipated. * ************************************************************************** The fiscal assessment is based on the opinion that the bill would not require the Department of Public Safety to compile, extract or arrange records in an order not maintained in the Department's files. The bill would entitle all persons to access and copy accident information held by the Department. This information could be made available by giving the people making requests direct access to the records. If the bill required that the Department compile and extract information using criteria specified by those making requests, significant fiscal impact would be incurred at both the state and local levels. The bill, however, would allow the affected agencies to charge the actual cost of the preparation of the copy.
