* basis for an appropriation of funds to implement the provisions of *
* the bill. *

The savings on the introduced bill resulted from permanently
disqualifying an applicant (and by implication the applicant's family)
for financial assistance who is found to have made a false or misleading
statement, or withheld or misrepresented information. The committee
substitute deletes the word "permanently," allowing the Department of
Human Services to retain its current policy of denying benefits for one
year upon the first violation involving a false or misleading statement,
or withholding or misrepresenting information in order to receive
financial assistance. It is assumed that other changes contained in the
committee substitute would have no significant fiscal impact.
Local Government Impact
No significant fiscal implication to units of local government is
anticipated.
