The committee substitute deletes the word "permanently," allowing the Department of Human Services to retain its current policy of denying benefits for one year upon the first violation involving a false or misleading statement, or withholding or misrepresenting information in order to receive financial assistance. It is assumed that other changes contained in the committee substitute would have no significant fiscal impact.
