Local Government Impact
  
The bill could result in increased revenue to county governments.
Assuming that all counties would collect both fees, and that the full
amount authorized would be charged, the statewide impact to local
governments is estimated to be an increase in revenue of approximately
$60 million per year. Provisions of the bill authorizing collection of
both fees would expire September 1, 2006.

The bill could result in some costs to county governments as a result of
requirements to prepare annual written plans and to post notice of the
fees.  It is assumed that these costs would be minimal and would be paid
from fees collected.

The estimated impact to local governments was derived based on
information from the State Library and Archives Commission.  Based on a
survey of five counties, the State Library estimated that if fully
imposed at the maximum level authorized ($7.50 for each fee), the fee
would generate approximately $3.54 per capita. The 1990 census reported
the total population of Texas at 16,986,355.
