Local Government Impact
The bill could result in increased revenue to county governments.
Assuming that all counties would collect both fees, and that the full
amount authorized would be charged, the statewide impact to local
governments is estimated to be an increase in revenue of approximately
$30 million per year. Provisions of the bill authorizing collection of
both fees would expire September 1, 2006.
The bill could result in some costs to county governments as a result of
requirements to prepare annual written plans and to post notice of the
fees. It is assumed that these costs would be minimal and would be paid
from fees collected.
The estimated impact to counties was derived based on information
provided by the State Library and Archives Commission on county fees
and the 1990 state population as reported by the census. It is estimated
that the maximum fee level authorized by the bill ($7.50 total for both
fees) would generate approximately $1.77 per capita.
