*  basis for an appropriation of funds to implement the provisions of    *
*  the bill.                                                             *

The bill would require the Health and Human Services Commission to expand
the Texas Integrated Funding Initiative so that on or before the 2002-03
biennium, grants can be awarded to community projects for mental health
services for youth.  Certain agencies (Department of Protective and
Regulatory Services, Texas Education Agency, Department of Mental Health
and Mental Retardation, Texas Youth Commission, Texas Workforce
Commission, Juvenile Probation Commission) would be required to transfer
$30,000 in fiscal year 2000 and $70,000 in fiscal year 2001 to HHSC to
finance the initiative.  Given the size of the affected agencies, it is
assumed that these costs can be absorbed within existing resources.

The bill would implement recommendation HHS10 from the Comptroller of
Public Accounts' report on Challenging the Status Quo:  Toward Smaller,
Smarter Government.
  
Local Government Impact
  
The bill would require the Health and Human Services Commission to
promote the participation of new communities in, and projects for, the
Texas Integrated Funding Initiative to attract matching funds and local
participation.  No significant fiscal implication to units of local
government is anticipated.
