Local Government Impact
  
The bill would require counties to develop and adopt local water
conservation plans.  The Comptroller of Public Accounts estimates the
fiscal impact statewide for counties is $116,000 for fiscal year 2000.
There would be no fiscal implications after fiscal year 2000, since
water plans must be adopted before December 31, 1999.
