               under which persons who act as bilingual liaisons between
               health care providers and patients are trained and

*  The bill would make no appropriation but could provide the legal      *
*  basis for an appropriation of funds to implement the provisions of    *
*  the bill.                                                             *

The bill would require the Department of Health to establish a training
program to persons acting as "promotoras" or persons who with or without
compensation provide a bilingual liaison between health care providers
and patients through various activities.  Participation in the training
and education would be on a voluntary basis.  It is assumed that the
department could implement the provisions of this bill within existing
resources.
