               surplus and salvage property of certain institutions of

*  The bill would make no appropriation but could provide the legal      *
*  basis for an appropriation of funds to implement the provisions of    *
*  the bill.                                                             *

The bill requires institutions of higher education to report surplus
through the State Property Accounting System and to transfer the property
to public school districts, other state agencies or political
subdivisions and or assistance agencies.

The bill will have no fiscal impact on general revenue, but it could
affect transfer of equipment among system institutions.
  
Local Government Impact
  
There would be a positive impact on units of local government to the
extent that they receive equipment or surplus property not otherwise
