LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 76th Regular Session March 29, 1999 TO: Honorable Royce West, Chair, Senate Committee on Higher Education FROM: John Keel, Director, Legislative Budget Board IN RE: SB1451 by West, Royce (Relating to the disposition of surplus and salvage property of certain institutions of higher education), As Introduced ************************************************************************** * No fiscal implication to the State is anticipated. * * * * The bill would make no appropriation but could provide the legal * * basis for an appropriation of funds to implement the provisions of * * the bill. * ************************************************************************** The bill requires institutions of higher education to report surplus through the State Property Accounting System and to transfer the property to public school districts, other state agencies or political subdivisions and or assistance agencies. The bill will have no fiscal impact on general revenue, but it could affect transfer of equipment among system institutions. Local Government Impact There would be a positive impact on units of local government to the extent that they receive equipment or surplus property not otherwise available to them.
