LEGISLATIVE BUDGET BOARD
Austin, Texas
FISCAL NOTE, 76th Regular Session
April 7, 1999
TO: Honorable Florence Shapiro, Chair, Senate Committee on
State Affairs
FROM: John Keel, Director, Legislative Budget Board
IN RE: SB1517 by Brown, J. E. "Buster" (Relating to
registration of persons providing the results of certain
political surveys to the legislature; providing civil
and criminal penalties.), As Introduced
**************************************************************************
* No significant fiscal implication to the State is anticipated. *
* *
* The bill would make no appropriation but could provide the legal *
* basis for an appropriation of funds to implement the provisions of *
* the bill. *
**************************************************************************
The Ethics Commission estimates that the bill would require the agency to
hire an additional employee to process the registrations filed by those
who conduct political surveys and to otherwise administer the bill's
requirements. However, the bill would require the agency to charge a
fee for registration and for renewal of registration in an amount
sufficient to cover the cost of administering the provisions of the
bill. The agency does not project revenue to be derived from the filing
fee. This fiscal note assumes that the filing fee imposed by the bill
would cover all or most of the cost of administering the bill and,
therefore, it is not anticipated that the bill would result in a
significant fiscal implication to the state.
Local Government Impact
No fiscal implication to units of local government is anticipated.
