The bill would designate the Department of Protective and Regulatory
Services (PRS) as the state agency with primary responsibility for
implementing and managing programs intended to prevent at-risk behaviors
that lead to child abuse, delinquency, running away, truancy and
dropping out of school.  It would require PRS to operate a prevention
services division for children in at-risk situations and their families.
It would also transfer the following programs currently operated by
other state agencies to PRS: 1) the Parents as Teachers program from the
Texas Department of Mental Health and Mental Retardation, 2) the
Communities in Schools program from the Texas Education Agency and the
Texas Workforce Commission, and 3) the Buffalo Soldier Heritage program
from the Texas Juvenile Probation Commission.  All powers, duties,
obligations, rights, contracts, records, employees, property, funds and
appropriations associated with these programs would be included in the
transfers.  These provisions can be implemented with no significant cost
to the affected agencies.

No significant fiscal implication to units of local government is
