LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 76th Regular Session April 1, 1999 TO: Honorable Judith Zaffirini, Chair, Senate Committee on Human Services FROM: John Keel, Director, Legislative Budget Board IN RE: SB1574 by West, Royce (Relating to the administration of certain programs for at-risk children and their families), Committee Report 1st House, Substituted ************************************************************************** * No significant fiscal implication to the State is anticipated. * ************************************************************************** The bill would designate the Department of Protective and Regulatory Services (PRS) as the state agency with primary responsibility for implementing and managing programs intended to prevent at-risk behaviors that lead to child abuse, delinquency, running away, truancy and dropping out of school. It would require PRS to operate a prevention services division for children in at-risk situations and their families. It would also transfer the following programs currently operated by other state agencies to PRS: 1) the Parents as Teachers program from the Texas Department of Mental Health and Mental Retardation, 2) the Communities in Schools program from the Texas Education Agency and the Texas Workforce Commission, and 3) the Buffalo Soldier Heritage program from the Texas Juvenile Probation Commission. All powers, duties, obligations, rights, contracts, records, employees, property, funds and appropriations associated with these programs would be included in the transfers. These provisions can be implemented with no significant cost to the affected agencies. Local Government Impact No significant fiscal implication to units of local government is anticipated.
