The bill authorizes an infant care and parenting program to be
established at the Texas Youth Commission (TYC) for children in TYC
facilities who are parents. The bill would allow a mother of an infant
younger than 3 years old to have the child in a residential program
under certain circumstances.

Fiscal Analysis
The bill would authorize the Texas Youth Commission to provide
accommodations for a mother under TYC supervision to take care of her
baby from birth to 3 years old. The agency could contract for placement
that would accommodate the mother and her infant. The increased cost
would be the incremental cost per day for contract care beds.
Methodology
It is estimated there are 14 young women in the Texas Youth Commission
who would be eligible for a program established in the bill The agency
estimates an incremental increase of $16/day for placement that would
accommodate an infant as well as the mother.
14 young women X $16/day (increase) X 365 days = $81,760/year
